New rule implemented by university

In my university for winter semester they have introduced a new rule to not provide lecture recording which they were providing previous semesters and they took full fees. Students are complaining but administration are refusing to change the rule. I would like to know on what legal ground could we put pressure onthem
You can file a writ petition before the High court under Article 226 for dereliction of duty on their part. Writ of mandamus/ certiorari would be filed as they had taken money performing function of state but didnot comply with it.
