Need help in resolving ground water issue

HI I am from small village. We have one well beside my house. there are two houses. one is in left (A) and another is in right (B). The house A constructed cow shed and they made pond and they throw cow dung on the pond. The pond is beside my well. Due to that pond, we could not use that water due to smell. the house A owner is very influential and reputed over the village. what can be done for this kind of issue. How can we get water.? Similarly we have one lake around 500 meter far which is in house B land. but my grand father time it was ours and there is a commitment like three days we will be using and remaining days house B will be using. but now house B owner is not allowing to take water. Now we don't have water to drink in my house. can anybody suggest me to solve this problem?

For your first issue you have to file an injunction suit against the influential neighbour. For the second matter you have to file a declaration suit. Get legal notices issued to him first. Then file suit.
