It is not necessary to attend the court every time
If you are dissatisfied with the order of State Commission you have the right to file an appeal before National Commission within a period of limitation

Delay cannot be commented upon. It is something which is beyond control. NO, the victim is not mandated to attend the court all the time. He may be exempted from appearing before the court if plausible grounds are made.
