Loss of travel baggage. Where to file case about it?

I travelled from delhi to Germany by air. But my baggage did not arrive Where can I file a case for t 15 days delay in delivery of baggage by t airline and mental harassment as I was on a group tour. I had to buy all new clothes and daily needs for 15 days.
This is a fit case to be pursued before the State Consumer Disputes Redressal Commission. It is pertinent to note that your grievance would be addressed under the Consumer Protection Act. However, before filing a complaint it is advisable that you issue a legal notice to the concerned airlines for deficiency in service, damages and harassment. There are plethora of instances when the Consumer Commissions have intervened and imposed heavy costs / held the service provider/airlines liable for deficiency in service in similar cases.
