Liability to pay interest for delay in construction

Purchased a flat from Lucknow Development Authority in 2011 worth Rs. 30lacs. The possession was suppose to be given in 2013 but it's still under construction. Is LDA liable to pay the interest?

It is a well settled principle of law now that delayed possession amounts to deficiency in services. As such, the development authority can be held liable to not providing possession in time. The Forum as well as the commission have been inclined towards awarding penal interest and the same can be claimed in your case as well. Your case however, would be maintainable before the Commission and not the Forum.
