Liability of cable operator for short circuit in consumer home

Due to sudden load in high tension electrical wire short circuit occurred from cable wire in consumer home . They lodge a complaint in police station, will is cable operator punishable.pls suggest
as if any injury is caused it would be caused under gross negligence act and shall be punishable under law and can also compensated if no life injury is involved the provision and attraction of section as per the injury and loss occurred
