Legal action against illegal flats being sold by builder

Hi, I had purchased a flat in 1992 from a private builder and have all legal documents for the same. However, I have now received a notice from municipal authority regarding the flat being illegal and huge sum is being asked for regularisation. I suspect fraud on part of builder. Can I see the builder in consumer court?
If you say you have the legal documents, then you should produce a copy of the documents alongwith your reply to their Notice. Until you make the Corporation aware of the documents it is impossible for them to know your stand in the entire deal. This has to be dealt first at the Corporation level and if they do not respond or agree with your documents only then you should approach a Court by first sending a legal Notice to the Builder.
