Sir I am planing to file a case in consumer forum, I would like to know if it should be done in State Commission or district commission. I booked a flat on 2012, so far have Paid 11lakhs, I am totally claiming 18lakhs as compensation. The value of the flat is 25lakhs at the time of booking. Need advice on which commission should I be submitting the complaint? Since the amount claimed 18 lakhs is less than 20 lakhs should I go for District commission or since the value of the flat 25lakhs should I go for State commission

You should approach district consumer forum for filing your complaint if u are aggrieved by the defective service of the builder.
The jurisdiction of a consumer forum is determined on the basis of the value of the relief claimed. Since you have not taken possession of the flat your case is different from one who have taken possession and discovered a defective service. What is the total claim you pray for?, will determine your jurisdiction after looking at territorial jurisdiction. Show caution in calculating the claim amount.
