Judgement printed in newspaper opp party filing defamation case

Sir, in consumer forum, I won a case and judgment was announced and published in all leading newspaper but opposite party filled a appeal and forwarded me a email in writing which reads as: You have paid money to newspapers to publish news so that you can defame us but we will prove that in court. But fact is I had not paid any money and in fact talked to newspaper official also. Can I file a case on them. If yes under which section and which court. Or can I file case in state commission consumer forum
