IT training institute did not complete the course, not refunding money

I registered for an Information Technology related training and certification course at a Gurgaon based training institute last year. I paid fee of Rs. 30,000 to the institute. The fee included cost for 4 days training, course material and certification exam. When the training started, it lasted only for two days as the trainer resigned from training institute. The institute also did not provide the course material and the certification exam never happened. After that we (me and other people in batch) we were told that the training will be conducted later when the institute has new trainer. I kept on calling them but the institute always said training will be conducted later as they do not have sufficient number of students to start a batch. After 6 months when I realized I was being cheated, I started email communication with the institute. After lot of discussion they asked gave me option to chose same or different course but with additional fee. Now I need help to get refund.

Please write a letter to the institute explaining the circumstances and asking for refund, obtain a reply from them on e mail or in writing. If they refuse to refund the fees file a case in the Consumer court. You must ask for refund of complete fees since the course was not completed, half course is of no use. If they do not reply your letter give them a legal notice through your lawyer. While filing a case in the Consumer court you can claim the cost of litigation also including the lawyer's fees.

You Could approach the Consumer Court and file a case for deficiency of service. Be sure to append the receipt of the payment made to the institute and all the communication in written/email. You could also try and convince your other course mates and take a class action which would lend more strength to your case.
