Institute not refunding the admission fee what action can I take

I had admitted my son in psbb lla on september 2015 for the acadamic year 2016 june.i had paid rs 91450( 60000 as induction fee and 31450 as tuition fee). Due to relocation, i had to cancel the admission and i applied for cancellation on feb 02 2016 and asked for refund of entire money i paid. With repeated follow up, they refunded only 31450 the tuition fee. They are not ready to refund 60000 saying non refundable in the receipt itself. Shall i approach consumer forum to get refund of rs 60000. I had cancelled well in advance.well before june

You can approach the consumer forum for redressal, although it is mentioned as nonrefundable (Rs.60,000/-) you must contend that it is unfair trade practise as they are not blocking the seat since the admission process starts only in April/May for June 16 admission, they are not put to any loss as they are accomodating another student. You can also seek compensation and mental agony.
