Insolvency against builder and case filed in consumer court

Hi ,
I own a flat in Sikka Karnam Greens and Insolvency proceedings has started against the same. All flat buyers need to submit a claim form as creditors by Feb 09, 2019.
My case is that I have already filed a case against the builder for delayed construction and possession in Delhi State consumer forum, and asked for my money back along with penalty.
My questions are -
1. Whether I need to submits the claim form to Insolvency board ?
2. Who amongst the Consumer court and Insolvency board will decide how much money I get back ?
I am fighting the case on my own in Consumer court.
Since an insolvency proceeding has already been initiated against the builder you should submit your claim to the RP appointed by NCLT. As far as your case in consumer forum is concerned, the same will be stayed since insolvency proceedings against the builder has already been initiated
