I was deprived/ prevented of job/ employment from postal department Bellary Karnataka State due to loss / theft of passport sent for renewal through Speed Post Passport Scheme . Non issue non renewal led to unemployment abroad even though I was Engineer Professional

If state is the opposite party then the appropriate remedy will be to file a writ petition against the state and the passport authorities.
I would recommend you to file a adit petition as the consumer forum complaint will take time And is less effective remedy against the state.

you may sue them for compensation due to deficiency of service leading to loss of job and earnings. it was their duty as a service provider to deliver the passport which was not done which caused you prejudice. you may claim damages/ compensation for it.
