How to recover advance payment made to the travel agent?

Advance payment made to travel agent for booking airline tickets to Port Blair,but on return journey travel agent cancelled our flight and we had to return by our own.Now travel agent isn't paying back money although promised amounting Rs 85000/-. Please advise how to proceed to get back Money and penalized the travel agent.
You should file complaint in consumer forum. It deficiency In service. He have to refund the full payment. Along with interest. Meet us we will assist you to file consumer complaint. Please come after fixing appointment.

This is clear cut case of deficiency of service and unfair trade practice on the part of travel agent and it comes under purview of Consumer dispute case and concerned consumer court is competent to look into your case.
