How to legally get documents and fees refund from college

I m a. Student of a engineering college 1st year in Bangalore my home town is Mumbai due to some family issues I have tried discontinue my admission . I requested the college authorities to refund my fee and to return my documents but instead they are asking me to pay 4 years Fee then only they are going to return my documents . Please tell me how can I get my documents back?
Elaborate on which documents. Fees are bound to refund rules of the college. Check the same with them on their website or any brochure they must have given you. Pursuant to that if you find anything not in order you can point it out to them. Further whatever they say to decides what you do after that
