How to have a secure transaction over a car

I have booked a commercial vehicle (Wagon R LXI) with a dealer on 19th January 2017 and deposited online the down payment (Rs. one Lac) on 15th March 2017 after that they have said that I will get the vehicle in a week but after one month the EMI has deducted from my saving account and I still did not get the car even after two month. The reason they are saying that the police verification of me still did not happen. My question is if the complete paper work have’nt happend to provide the car then why the EMI has started through the bank In that case what should i do legally. Please help. Regards, Ravinder

First of all u have booked commercial vehicle so do would not fall in the abmit of consumer, as we don't know what terms and conditions u have signed with bank while obtained the Loan amount, whether there is any agreement.
