how to give the notice to the governament?

sir,
I requested to RTC to start some interstate bus services to piligrimage places.But they have not started upto now. (7) years completed. They not showed any good reponse.By whom we can give the notice to the govt to start them.
1. you need to take this issue with your local member of assembly or parliament.
2.please mention the piligrim places you are speaking about, if really there is a requirement and government is not looking into this then a PIL can be filed.
