How to get compensation for injury suffered due to cheating?

Dear Sir My father is Retired Govt employee gave amount to relatives total of 7,50,000 in the year 2012 . He gave surety of register land worth of Rs 3,50,000/- the remaining 4,00,000 lacs he execute a agreement( he will constract house and after selling house he will repay), but here he cheated without informing to us he sold the house in 2015 and utilized money for his own, later we asked to repay the amount he tell the stories and given another agreement for 4,00,000/-. we asked several time to repay the money but he refuse due to this my father is thinking about his hard earned money got BP , SUGAR, etc.. and finally he got PARALYSED in 2016 and we spent for around 11,00,00 for his treatment. he saved his life but not received the amount. Finally the party constract a house in surety register land (350000) and handed over to me worth of rs 9,50,000. we handed over all original documents My question is 1) My father mentally disturbed (Paralysed) can i get a compensation
