Sir BSES Rajdhani Transformer adjacent our house caught fire on 05 jun 2017 and my house is badly damaged. ACs & glass work of other buildings are also damaged. Now We want to shift this transformer to any open area as palam colony is very congested area. Can we file PIL against SDM, or Govt on NCT Delhi in this case.

Yes, a PIL or Writ can be filed before Delhi High Court. Before that you must file a representation with concerned Authorities and request for shifting of Transformer. After filing, you should escalate the matter to higher authorities also at least once. Thereafter, a Writ or PIL can get filed
