How can i claim if builder did not provide me with promised anemities

what are the alternatives for these- the promised alternatives are not provided by the builder and how to calculate sale-able area and whether the load factor should be applied on carpet area or built-up area?
the alternative available is to file a complaint before the consumer forum against the builder as the promised alternatives are not provided by the builder. Here you have to calculate on the basis of built - up area.
