House to construct house when municipal dosent approve

The colonizer has got my plot registered which was already mortgaged in Municipal corportation. I have paid the whole amount to colonizer. Now the Municipal corporation ujjain is not giving permission for house construction.What should I do?

You should file a complaint against colonizer before the Real Estate Regulatory Authority established under Real Estate (regulation and development) Act, 2016. Why your plot has been mortgaged to Municipal Corporation? Didn't you find that at the time of "search" of your property? If your colonizer cheated you then the RERA shall be proper authority for the redressal. In addition you may also launch an FIR against the colonizer.
