Grounds to file transfer application to national commission

In my case State Commission constitute special bench Two Learned Members in this bench who will hear. I have doubt one member may be favor opposite party, cause once I saw his counsel came out from Member's chamber, and in interim order he mentioned something in his favor. Can I file Transfer application on this ground u/s 22b in national commission?
