Filed consumer case but both judges are not available what can be done

I had filed a medical negligence case in National Consumer Dispute Redressal Commission in my medical negligence case. They had given ADMISSION date in September first week. On that day the TWO JUDGE'S bench had asked to furnish some more papers pertaining to my case in two weeks and gave the next hearing date in end of September. But on the date of hearing from two Judges’ bench only 1 Judge was present and other was absent. The Judge who was present heard my argument at length and kept the judgment reserved. I think he will not give the decision in my favor. So i want to know. Can one judge listen to the case when the other judge is absent in the bench? Can I ask the commission to listen to my case again with both Judge’s when they are present in the court?

Dear Sir/Madam,
The quorum is necessary for hearing any matters and for passing the orders. even if the order is passed without the requisite quorum it can be challenged in appeal and will be set aside. Most probably in your case you will be given for a chance for re hearing of the matter and thereafter the order will be passed.
