Developer neither paid stamp duty nor signed development agreement.

Dear Sir, Our building in Andheri east, Mumbai is undergoing redevelopment and we have to sign the development agreement. Now at last moment our developer informed us that he will not sign , not pay the stamp duty and not register the individual agreement with each flat owner for new flat as it is not mandatory requirement of municipal corporation and also not mandatory under stamp act or any other act applicable in Mumbai municipal corporation . We are in fix as our advocate also agrees with him whereas all other developers sign the individual agreement .
