Delay in flat possession and no work progress how to file complaint

How to processed to get back money with interest to discontinue flat purchase process ? They cheated now to deliver the flat on time it's delay by more than 2 yrs Flat work almost done except tiles.door fitting and all other like electricity,water connection and car parking finishing area etc. how to many days take legal process and i want to go in NCDRC way to involve court decision On this.
Dear Sir, you have to file petition before district consumer forum for claim to deficiency of service to give possession in delay of your flat/apartment, you have to issue a legal notice to the said builder or developer for the same before going to file the case, if you want my legal service I will do it...
