Deficiency in Service By the college

college was demanding 2lak Excess Fee as i was Discontinuing my studies and I filed a Compliant aganist the college Under District Forum as He Was Violating Norms Of All India Council Of Technical Education Board,University Grants Commission (Both are statuary Body of Govt of India )andNorms Of Technical Education borad (Karnataka Govt) and VTU and High court also Said the same still College is refusing To Return and stating that they will go to state forum if they Do is Wat shall i do?????????????
approach the high court and file the writ petition narrating all the facts and make the college and concerned University as party also meantime for the loss of time and mental sufferriengs also pray the compensation , college might take contention that your seat remain vacant for entire batch
