Deficiency in service by IRWO

Dear Sir I have got allottment in B type from IRWO (Indian Welfare Organisation) head quartered at Delhi. The B type is a dwelling unit being constructed at Chennai. As per the broucher B type shall have a open car parking. When I saw the approved plan IRWO has provided only two wheeler parking instead of open car parking. As per IRWO rules disputes are to be sought out in arbitration. If arbitration results are not acceptable case has to filed only in Delhi. IRWO do not respond to letters. IRWO Head Quarter is at Delhi. But they have an office at Chennai also.What I should do?
Currently it is a matter coming under purview of the central government. please send a notice by yourself or through a lawyer to all department heads of the IRWO as well as contact the respective ministry and write a complaint against them to the ministry the problem surely can be solved.
