Course cancelled before course starts

I have cancelled the admission from private institute before starting course due to my financial problem but as per institute Fees are not refunded in any case. Denying to refund and giving excuses. which i cannot afford expenses, the amount is 50k, firstly they paid 15k for rest 26k they are denying, 9k has been deducted by them.
And the language of them very insulting.
kindly assist
consumer complaint with the consumer forum is your best option in this case. therefore rifling a consumer complaint with the consumer forum within whose jurisdiction either the colleges is or where you reside.

You have not mentioned that if they have any policy about not refunding amount.
