Can i file a complaint against builder in a consumer court if the company is winding up? If not, where can i file the case?
Yes you may file consumer complaint may seek refund of booking amount along with damages for mental and physical harassment. kindly fix appointment and come with all supporting documents. Documents I. E agreements and booking receipts.

Yes you can file a complaint in consumer court. If the value of the property in question is less than one crore then it will be filed in state commission if its value is above 1 crore then it will be filed in national commission delhi. Value of property is total sale consideration of flat/plot

If you have paid money to the builder against the receipts, your money is secure and certainly you can go to consumer court for refund of your amount along with accrued interest as against winding up proceedings consumer court would not have any jurisdiction.
You also need to keep watch on properties owned by the builder which will be required for execution of award, if consumer court passes in your favour.
