College not returning my original documents

Dear Lawyer, i- Request your inputs about my situation. I have enrolled in 2013 for a distance MBA education in a College in Bangalore, which partnered with BDU (BharathiDasan University Tiruchirappalli (http://www.bdu.ac.in/)) that offers distance MBA degree. ii- The Course fee the College defined was Rs.2,50,000/-, I have paid partial amount of Rs.1,25,000/- by November 2013 the same year as College demanded fees to be paid in full. As I am working I didn't go to the college for few years and now decided to discontinue, in January 2017. iii- I visited the College regarding forfeiting my admission and requested to handover my 10th Class, 12th Class & BCA Degree Certificates, however College initially wanted me to pay complete amount and get the Certificates. After, repeated requests the College agreed to handover my Certificates however wanted a Rs.100 notary from me stating I should not demand refund from the college. Kindly help me with your insights.

The college cannot withhold your certificates. You can get an order from the appropriate court with a mandate to the college to return your certificates. It depends on the period of course attended by you before you dropped out that will determine any charges to be paid or not.
