College not refunding fee what are my legal option

Hi i enrolled myself in ymca new delhi but left the course in november 2015 ( in between 1st semester) . but by that time they have already take the full fee ( for second semester also).i wrote an application to them but they did not respond for fee refund. please tell me under which authority it approved because it is not under AICTE and tell me is tere any law regarding the fee refund and how should i proceed .
