College management asking for money to give my certificates back

Hello sir/madam, I am from Hyderabad studying B-Tech first year, so due to some financial and family problems i want to discontinue B-Tech. But the college management is demanding to pay 4 lakh's to return my certificates, and saying we won't give your certificates until you pay the money to us. So please help me from this problem. Is there any solution to get my certificates back?
In the First Place, send a representation to the College Management and if the representation is not disposed off, then file a case before the court of law and the court will pass orders to return the certificates

Here in this situation you need to approach in three ways either you may have political influence or give a complaint in local PS or send them a strong legal notice through high court advocate, in any of the way you will get a best result.
