Hello if you have found cockroach in your packed food item you should immediately report the matter to police and simultaneously write complaint to the manufacturing company and fssai as it could be in other packets also and manufacturing company can issue alert to its distributor/ retailers to stop distribution of same batch product. Thereafter you can file a complaint before District Consumer Disputes Resolution Forum for claiming compensation
