Clarification on the property to be registered under RERA norms

I have purchased a Flat in 100 Flats apartment built on joint development agreement with 53% share for builder and 47% share for land owner.Now , 62% occupied.STP and power connection in place but BWSSB yet to com.Not handed over to the Association. Question is whether this project should be registered as 'ongonig project' under RERA .only 30 to 40 would have registered their Flats as on 1st May 2017.

Whether All the development works are done and if the OC is received then the project need not be registered wiht RERA.
please check the above if the project is done with the above requirements as on 1.5.2017
