Charged thrice but did not get confirmed ticket what action to take?

Made payment three times for a flight ticket on makemytrip and didnt get a confirm ticket money was taken and still not refunded after 16 days while it takes only 5 business days. What action can i take against them?
Send a legal notice to make my trip and thereafter file a complaint in consumer forum.for airlines tickets booked online I have a judgement in which you may lodge consumer complaint near your house.butvfirst send a legal notice and ambically sove the dispute.
