Car model not approved by state transport I was sold this car

I had booked a vehicle from Renault in March 2017. They have failed to deliver the vehicle although I was promised delivery several times. The issue, being that the car model, itself has still not been approved by the state transport. How can a brand launch a product, in any given state of India, without getting the requisite approval from the state authority which governs the industry? How can a vendor be allowed to get paid for a product by the customer, by making false promise of delivery of the product and not fulfilling the same. It can be understood that the issue is genuine if the delay is due to an unavoidable or an unforeseeable circumstance, but in this case, the showroom and the brand Renault had full knowledge of the vehicle being not approved by the state transport Also, they have used my money (5 lakhs) for 1 month, and they aren't willing to reimburse my first EMI since i haven't yet got my car. Is there not a rule against such unfair trade practice?
