Can service provider charge VAT and service charge on MRP

Hi Sir/Madam recently i gave my bike to Triton TVS service center for one par replacement initially i was told that the cost of the part is 1175 (MRP) and labour charge is 150 , but while doing the bill he is taking 1175 + 150 = 1325 + 14.5 % vat +5.5 % service charge on that, my question is how he can take vat and service charge on mrp is it legal or illegal.
Maximum Retail Price(MRP) is the maximum price at which a good can be sold to a customer for his own consumption.
MRP is inclusive of all taxes. No further Tax is applied on MRP.
