Can I send notice to builder for compensation for delay in possession?

10-Dec-2023 (In Consumer Court Law)
Builder has delayed possession for property in , Maharashtra. Due date was Dec 2016. Originally it was Dec 14 but nothing on paper to prove it. First instalment of 10% was in Feb 2011. However can establish that builder was not serious and changed terms. Emails to customer care not being replied to. Need to send notice asking for damages AND interest for delay at the time of possession along with the flat since I paid in FULL for property in advance through personal loan. AND need acknowledgement of receipt and subsequent reply. I am a Hindu. Advice on compensation options will be highly appreciated.

Please go ahead with the issuance of notice demanding full refund along with interest and damages (including the interest on personal loan). Depending on the response/non response, we can decide upon the future course of action.
