Can i Penalize IGNOU for delay in awarding degree?

I am continuing MSCDFSM (Master of Science In Dietetics and Food Service Management) in IGNOU (Indira Gandhi National Open University). My Admission Year is January 2015 session and Completion Year is December 2016. I appeared all first year theory exams in December 2015 and second year theory exams in December 2016. (paid Rs.560/- for 1st year exam and Rs.480/- for 2nd) But till today concerned study center under IGNOU,Bhubaneswar has not been uploaded a schedule of practical examinations on the website intentionally. In this Master Degree course , i have to complete a Internship Programme in any one Hospital.(Name of those Hospitals enlisted in programme guide) But, as per the provision of IGNOU, i can not do the Internship programme before completion of all practical examinations. I paid Rs.28,100/- for this course. (14,600 in 1st year + in 2nd year 13,500) The validity of Admission will be expired after December 2019. How can i penalize to IGNOU through Consumer Court?

Yes you can bring about an action against IGNOU for withholding your practical examinations indefinitely without any prior notice, which has consequently resulted in irreparable loss to undergo the mandatory internship in a hospital and ultimately has deferred your career prospects. This amounts to gross deficiency of service in as much as you have paid an consideration amount to avail the services of pursuing the course.

First of all send a legal notice to the concerned Bhubaneswar center of IGNOU seeking conduct of practical examinations. If they do not revert or address your concern file a consumer case demanding refund of your fees and compensation for loss of your career prospects.

If you are not satisfied with the study or the Institution / university not not providing the study facilities as per the advertisement condition then you can file consumer case of money suit for recovery of course fee and compensation
