Can I file RTI to get my answer sheet in a Private University

Hi I am student of a college. I am a Christian. I have been a good scorer in the first year of college. But in the second year my head faculty had changed. She is a person who shows partialty to students. Me being a Christian she is purpose fully trying to put me in the lowest ranks in the class. After the main examination when my results were published to my surprise I was failed in her two subjects but not the others. I requested the copy of my answer sheer as per the RTI and the deputy director insulted me and told me to go write the back log. I need help. Plz
