Can i file a case against builder for being arrogant and disrespectful

Can i file a case against the builder for being arrogant, disrespectful and insensitive? The builder has failed to keep me informed. I tried explaining to him that he should have informed me in advance, so i could have planned better. Since he and his team took it for granted, now i am in a debt of 20K that i had to borrow from a friend to pay for the bribe, which he demanded on the day of registration and upon asking for full and final amount he said nothing pending and to collect the keys. Now he is asking for 30k Maintenance. I dont have 30k now immediately to arrange. first i will clear that debt and then i will take at least 3-4 months to save 30K. So I i have not yet taken possession and the keys are still with him even after registration is done and all money from bank is released to him. When i tried to talk to him, he threatened me. These were your words “ you dont know who i am. I can also right mails to you and you will be in trouble. Come to my office and talk”
A. Your Query is not clear. First you need to verify the Agreement Clause which was executed between you and the builder towards maintenance amount. I don't have clarity on Corpus Fund which is required to pay at the time transferring whole consideration amount.
B. You may file a complaint under the deficiency in the Service by virtue of non communication or breach of trust under the deficiency in the service in the event of no prior terms and conditions with respect to the same. And you can claim the damages for mental agony.
C. You can lodge the police complaint against the builder under Section 506 of the Indian Penal Code for criminal intimidation by threatening you.
