Can consumer file complaint in national commission for public interest

Sir, please confirm whether anyone can file a consumer dispute to the NCDRC for the sake of public interest, though he is not a customer to the respondents if it largely affects the public in large? If it is an unfair trade practice can't anyone approach the apex consumer in a representative capacity even though someone is not a customer to the opposite parties?

For public interest a pil can be filed either in high court or supreme court. In national consumer court you can only file a case if you are a consumer.if you are not under the definition of consumer you cannot file a case. And in national consumer forum pil cannot be filed as per law.

Yes, If any person who is violated by the any mall or any shopping centre . He can file a suit or nay other person who is not affected by it. Or if NCDRC not accept your complaint then you have right to go to High court and file a writ against them
