Builder promised parking but failed to provide it within time

What action can i take if builder promised parking but did not provide the same after 2 years of moving in. Also once the parking was granted then there was no passage left to take out or move the cars in the compound. What action can be taken against the builder for the inconvenience caused.

U can sue the builder for deficiency of services, however u must be able to prove that the builder had undertaken
/promised to give u car parking by doc.evidence, if u r able to join together with all the other owners of the flat u shud be
able to address u r problem in consumer court.
