Builder not giving the possession of the house

We have booked a house in a chawl in 2009 and got only agreement paper from him but the house wasn't given by him he then again made agreement paper for a different house in 2011 which again of rh same case. We only got the agreement paper but he never give us the house and only took the money from us. Please help us on how to handle this case. We hadn't done any complaint yet. Please help us.
Sir we can file a civil consumer or criminal complaint against the the builder for recovery of the money as the possession of the flat is not given to you we can. Also file a complaint in RERA if the building project is registered with RERA if not then we can file a complaint in consumer court for the same

Have you registered that agreement paper by paying required stamp duty..? How did you make payment..by Cash or by Cheque..? if you did not registered the agreement to sale/ sale deed..? the line of action will be different ..? first upon all you have to send him a legal notice , asking him to handover possession of house. thereafter you can file case before appropriate authority / court for possession of flat.
