Builder not giving refund for cancellation of property

We booked a to be built villa last year with an initial amount. We cancelled it after few weeks since the area filled with water in last year's rain. Have been asking for refund for last one year and there has been no response from them.

Dear Sir/Madam,
if your contract is cancelled, you are entitled for the refund but your contract and mode of cancellation should be gone through along with the contract you have entered upon. you better furnish the way you have cancelled the contract. i have verify whether your notice to cancel is clear

Hi,
Your query is not clear, did you enter into an agreement with a builder to built a Villa in your property or you paid to a builder who offered to sell Villas? If you paid an initial amount to book your Villa as offered by the builder then did you sign any agreement with terms and conditions? You can approach the Consumer Forum for deficiency of service by the builder but all depend upon the documents/proof you have.
