Builder not delivering flat bought - what can be done

Dear sir, I bought a property in last march16 , With 66K discount and I have 90% before time through housing loan and self payment . Than after bulleder still not give Passaison ' And I talk with he said u delay in payment that's why discount is reviwed and ids discressed 50%, he in reddy to take money without discount kindly suggest me how taken matter
The Consumer Protection Act provides protection against the malpractices of the builders and developers. Any person dissatisfied by the services or delayed delivery of possession can approach the consumer forum for his redressal. The consumers can approach the Redressal Forums for deficiency in service at different stages of housing.
