Builder giving possession without completing common amenities. Advise

Regarding builder Galaxy Vega in Greater Noida (West) penalty avoidance tactics at offer of possession. They got partial occupany certificate for some towers with help from Noida authority and now offering possession with out completing common amenities.Also flats are incomplete such as - No Doors/Windows applied.No Electricity Wiring.Not single primer coat at some areas of flat.No Master Bed Room Wooden flooring .No False Sealing in Bathrooms.No Water Connections. Lifts not operational. They mentioned that final touches i.e., installation of sanitary-ware, wash basin, kitchen sink, hardware accessories & paint etc. will be done only after registration of Tripartite Sub Lease Deed of apartment. Even if consider these so called final touches,There is at least 20 days of work pending as mentioned in flat and common amenities are incomplete before "final touch".Is it legal to send offer for possession at this stage without flat completed to logical state and without common amenities.

If builder cheated to you than you can file a complaint case against him for deficiency in service. You will get remedy From court. Complete you document related to allotment and send a legal notice to builder
