Builder gave 4 parking spots to 10 people. Now what action possible?

I took a flat in Delhi. There are around 24 flats, but there are only 4 parking spot. Builder gave parking to 10 people in writing, What action can we take against the builder?

Dear Sir,
You should wrote to registrar of cooperative societies in respect of this grievance.
The office if the Rcs is located at Parliament street. You can only visit in person for getting a redressal of your dispute. In case nothing works out the last resort is to file a claim Petition before the rcs against the society.
