BSES/BRPL NOT issuiing electricity connection

i have taken a builder floor flat in dwarka . on POWER OF ATTORNEY. its a 4 floor building in which ground floor is reserved for parking. i made my PAPERS IN FEB 2018 and later i came to know BSES is not installing meter on 4th floor. however my neighbour hood flat owners have already installed. my left and right flat owner have valid electricity conenction. now bses officials denying to give me connection. where can i go and get the connection. Bses Have installed all meter in the building except mine... now where cna i go and get my right of electricity connection.
you have to file a case against the builder including BSES for installation of the metre it before the consumer forum for civil court or before tbse compartment which award is suitable to you according to your final capacity this is the last and final resort for your installation
