Bought plot on EMIs.The site not even completed.Should i pay interest?

I had purchased a property. The builder had to give possession within 2 years. Due to some reason i was unable to pay the EMI's. After that i am ready to pay the pending EMI's with interest, but he is has not even completed his site. Am i liable to pay the interest rate or not?

For default in the EMI's you are liable to pay the interest, but with respect to the delay in providing possession by the builder you can file a consumer complaint after send a legal notice to him through a lawyer.
In the consumer complaint you claim damages from the builder for the delayed possession.
